New Women’s and Children’s Hospital EPBC Act Referral

URPS prepared an EPBC Act Referral for the new Women’s and Children’s Hospital. The referral successfully received a referral decision that the project was Not a Controlled Action, enabling the project to proceed without conditions under this Act.

Project Overview

The new Women’s and Children Hospital will provide a world-class facility dedicated to providing the most advanced hospital care, technology and medical research for South Australia’s women and young people.

The new Women’s and Children’s Hospital site is located within the boundary of the National Heritage Listed ‘Adelaide Park Lands and City Layout’ which is protected under the Environmental Protection and Biodiversity Conservation Act 1993 (EPBC Act).

A person must not take an action that has, will have or is likely to have a significant impact on any of the matters of national environmental significance without approval from the Australian Government Minister for the Environment and Water.

URPS worked with DASH Architects and Succession Ecology to undertake an EPBC Act Self-Assessment to understand the project’s potential impacts. URPS then prepared and submitted a clear, concise and compelling EPBC Act Referral arguing that the project would not have a significant impact on the Adelaide Park Lands and City Layout.

URPS successfully received a referral decision that the project was Not a Controlled Action. This means that the project did not require further assessment or approval under the EPBC Act and could proceed without further delay.

List of tasks

  • Project managing DASH Architects and Succession Ecology to undertake EPBC Act self-assessments
  • Collating and reviewing all necessary background information, including liaising with sub-consultants where additional information was required
  • Arranging and attending a pre-referral meeting with assessment officers from the Department for Climate Change, Energy, the Environment and Water (DCCEEW)
  • Preparing the EPBC Act referral form
  • Submitting the referral form
  • Liaising with DCCEEW assessment officers to clarify additional information as required
