The 230-hectare Port Stanvac refinery site remained unused for more than 20 years.

URPS is currently delivering the rezoning to unlock the site’s development potential. The Amendment establishes a policy framework enabling 3600 dwellings, employment, open space and a neighbourhood centre. It opens more than 40 hectares of coastline to the community. This framework also provides certainty for ongoing commercial operations nearby.

URPS is adding value through direct input into the master plan and early, targeted stakeholder engagement. We have also prepared a concept plan and a new subzone to support flexible future development outcomes. These actions generate strong stakeholder support and contribute to a smoother rezoning process.
