URPS added value by convincing the Council that the side setbacks should be less than the quantitative planning guidelines. This was because the ‘Esplanade-type’ setting where the built-form is closed on each side and open at the ends, directing views away from neighbours. It was also because more generous setbacks are reserved for the dwelling which abut existing dwellings on adjoining land.
